One component of this task is the operation and maintenance of the Academy Learning Environment (ALE) used to support delivery of NATO-required courses.The NCI Academy is looking to outsource part of the UI/UX and web design elements of the ALE systems. The service contractor will work closely with the Technical Capability and Support Section (TCS) on UI, UX and Web Design tasks.The services under this SOW shall be primarily conducted at the NCI Academy in Oeiras, but may involve some travel to other NATO and NCI Agency elements.ObjectiveCreating user-centered designs by understanding requirements and user behavior;Providing advice and guidance on the implementation of UX research methodologies and testing activities in order to analyze and predict user behavior;Creating style guides, design systems, design patterns and attractive user interfaces;Creating user flows, wireframes, prototypes and mock-ups Designing UI elements and tools such as navigation menus, search boxes, tabs, and widgets for the Training Management System;Creating original graphic designs (e.g. images, sketches and tables);Testing UI elements such as CTAs, banners, page layouts, page designs, page flows, and target links for landing pages;Identifying and troubleshooting UX problems (e.g. responsiveness);Incorporating customer feedback, usage metrics, and usability findings into design in order to enhance user experience.Expected PerformanceThe contractor performance will be evaluated and confirmed for each deliverable, during a meeting with the NCI Academy project manager and documented in Annex A - Delivery Acceptance Sheet.Coordination And ReportingThe contractor shall coordinate the project/service execution with the TCS engineers.ScheduleThis task order will be active immediately after signing of the contract by both parties. It is expected the service to start being provided as soon as possible, but not later than 16-SEP-24 and end not later than 31-DEC-24.ConstraintsAll the documentation delivered under this statement of work shall be based on NCI Academy or NCI Agency templates or templates agreed with the project manager. All project work package material shall be stored on the NCI Agency SharePoint Portal.Practical ArrangementsThe contractor shall be required to provide services on-site at the NCI Academy in Oeiras, Portugal, under the direction and guidance of the Head TCS or their designated representative. The NCI Academy will provide the service contractor with access to the TCS systems and business tools as required. The contractor may be required to travel to other NATO and NCI Agency elements for completing the above mentioned deliverables. Travel costs are out of scope and will be borne by the NCI Agency separately in accordance to the provisions of the AAS+ Framework Contract.RequirementsQualifications:Essential Qualifications And ExperienceThe candidate has a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period of the contract.Fluent in English and must be able to read and write technical and user documentation.Possess the ability to understand/influence; requirements to positively impact the user experience.Have knowledge of UI/UX design for digital products or services.Have familiarity with UI/UX design work for both web and mobile platforms.Must have recent design experience in JIRA.Be familiar with the following technologies and software: Sketch, InVision, Visio, HTML, CSS (SCSS), iOS, Android, Design Systems, and Adobe Creative Suite.Desirable Qualifications And ExperienceKnowledge and experience of working with NCI Agency.Knowledge and experience of working with the NCI Academy.Knowledge and experience with agile implementation methodology.Language ProficiencyLevel 3 English language skills according to NATO STANAG 6001: Listening (3); Speaking (2); Reading (3); and Writing (2) or according to Common European Framework of Reference for Language level B2-C1/Upper Intermediate-Advanced level.
