UNICEF is funded entirely by voluntary contributions of individuals, businesses, foundations and governments.Job purposeAs a Social Policy Officer at UNICEF, you will be part of the Advocacy team and will contribute to the development, implementation, and evaluation of policies and strategies that support the rights and well-being of children in Portugal. This includes conducting research and analysis to guide policy decisions, working with stakeholders to develop and advocate for policies that improve children's lives, monitoring and evaluating policy implementation to ensure effectiveness, and providing technical guidance and support to UNICEF staff and partners. The role also involves keeping up to date on relevant issues and trends in child rights and development, and representing UNICEF in various forums, including meetings with government officials, international organizations, and civil society groups. Overall, this position would be essential in advancing UNICEF's mission of promoting children's well-being worldwide.Main duties• Support the development and analysis of social policies, legislation and programmes that contribute to child wellbeing, providing compelling and evidence-based insights and recommendations;• Provide technical support on child rights related topics, including child poverty, social protection and inclusion, public finance and governance, and climate action. It is particularly important to ensure that issues related to climate change are integrated into these efforts;• Analyse the macroeconomic context and its impact on social development, emerging issues, and social policy concerns, as well as implications for children; suggest appropriate and evidence-based strategies, including government resource allocation policies and social welfare policies on the rights of children;• Support the collection, analysis, and presentation of user-friendly data on multidimensional child poverty, enhancing national efforts to routinely collect, report, and use of data for policy development and decision-making;• Support the establishment of effective partnerships with the Government, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention on the Rights of the Child.Qualifications and competencies of a successful candidate• Master's degree in Social Sciences, International Relations, Political Science, or other relevant field;• Minimum of 5 years of experience in researching and/or developing advocacy engagement strategies; experience in advocacy, particularly in climate action, is an asset;• Strong communication skills with the ability to translate sophisticated information into public-facing communications;• Ability to think strategically and holistically across multiple issues. Synthesize complex information and develop innovative advocacy approaches.• Understanding of how to manage nuanced policy conversations and events aimed at strategic outcomes.• Demonstrated ability to build and maintain relationships with key stakeholders, including government partners, civil society organizations, and other stakeholders;• Familiarity with the political and policy landscape in which UNICEF Portugal operates, particularly in the areas of child protection and education;• Initiative and ability to work independently on fast-paced issues, and balance various demands;• Proven ability to work collaboratively with colleagues and partners from diverse cultural and professional backgrounds, and to build effective working relationships;• Fluency in English and Portuguese, both written and oral.Values of a successful candidateTo undertake this mission, the candidate should identify with UNICEF's values: Care, Respect, Trust, Integrity, Accountability and Sustainability.
