Job Description - PRA, HO & CA Manager
Location: Office based in Lisbon, Portugal
Reporting to: Country Manager
The primary purpose of this Pricing, Reimbursement, Access, Health Outcomes and Corporate Affairs Manager (PRA, HO & CA) is to ensure market access via demonstrating the value of Lilly products through the product reimbursement life cycle. PRA, HO & CA Manager is responsible for the definition and implementation of the strategic plan for access, developing best-in-class product and pricing submissions and/or re-submissions to national bodies and private/local/hospital payers/insurers. The PRA, HO & CA owns the value proposition/Payer Value message of Lilly products to payers at all levels, throughout the product lifecycle.
As a PRA, HO & CA Manager with Lilly, you will be responsible for but not limited to:
PRA, HO
Lead the development and execution of pricing and reimbursement strategies for new and existing products in the CA region.
Oversee the preparation and submission of pricing and reimbursement dossiers in accordance with local regulations and guidelines.
Monitor and analyze changes in the healthcare environment, including policy changes, competitor activities, and market trends, to inform PRA strategies.
Collaborate with cross-functional teams, including medical, regulatory, and commercial teams, to ensure alignment of PRA strategies with overall business objectives.
Develop and maintain relationships with key stakeholders, including health authorities, payers, and industry associations.
Support the development of value propositions and health economic models to demonstrate the value of Lilly's products.
Responsible for local adaptation of pharmaco-economic model.
Lead and develop Payer Partnership Programs and other relevant tools based on Health Outcomes/Medical data and assist in the cross-affiliate use of dossiers to appropriately support reimbursement.
Corporate Affairs
Deep understanding of country pharmaceutical and economic environment, and HTA process.
Lead internal and external communications.
Support patient advocacy activities, environment shaping.
Lead corporate or affiliate lobbying efforts.
Participation in trade associations as appropriate (based on level of association): Identify and establish relationships with key decision makers for market access. The responsibility expands into engagement of high-level government officials.
Involvement in political landscape and appropriate participation in policy initiatives.

Ensure compliance with local and international pricing and reimbursement regulations and guidelines.
Qualifications :
A degree (bachelor/master) in health science related disciplines (e.g. health economics, public health, biomedicine, epidemiology, pharmacology, pharmacy, healthcare administration, biostatistics, medicine).
Fluent in Portuguese and English.
Deep understanding of Portugal pharmaceutical and economic environment, and HTA process.
Additional Skills/Preferences
Participation in trade associations as appropriate (based on level of association).
Involvement in political landscape/appropriate participation in policy initiatives.
