Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC), Military (Mil), and Interim Workforce Consultants (IWC). The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training, on a variety of hardware and software systems, to the NATO Command Structure (NCS). One component of this task is the operation and maintenance of the Academy Learning Environment (ALE) used to support delivery of NATO-required courses.
The NCI Academy is looking to outsource part of the UI/UX and web design elements of the ALE systems. The service contractor will work closely with the Technical Capability and Support Section (TCS) on UI, UX, and Web Design tasks. The services under this SOW shall be primarily conducted at the NCI Academy in Oeiras, but may involve some travel to other NATO and NCI Agency elements.
Role Duties and Responsibilities
Creating user-centered designs by understanding requirements and user behavior;
Providing advice and guidance on the implementation of UX research methodologies and testing activities in order to analyze and predict user behavior;
Creating style guides, design systems, design patterns and attractive user interfaces;
Creating user flows, wireframes, prototypes and mock-ups Designing UI elements and tools such as navigation menus, search boxes, tabs, and widgets for the Training Management System;
Creating original graphic designs (e.g. images, sketches and tables);
Testing UI elements such as CTAs, banners, page layouts, page designs, page flows, and target links for landing pages;
Identifying and troubleshooting UX problems (e.g. responsiveness);
Incorporating customer feedback, usage metrics, and usability findings into design in order to enhance user experience

Create user journeys for a Jira ticketing system
Deliverable 1 - Develop, draft and produce Design Prototype for a Jira Ticketing System suitable to the Academy
Acceptance Criteria - Complete draft Design that meets the requirements of stakeholders within a month before testing.
Implement Jira Ticketing System Prototype
Deliverable 2 - Implement and test the Jira Prototype ticketing system into live environment, with multiple end-users throughout a month
Acceptance Criteria - Running the Prototype with 95% end-users satisfaction
Create and populate Jira System with Ticket templates
Deliverable 3 - Create and test appropriate templates throughout a month
Acceptance Criteria - Complete 90% of templates, as appropriate with the design
Functioning Pilot Jira Ticketing System
Deliverable 4 - Monitor and run the Jira ticket system throughout a month
Acceptance Criteria - Zero errors after monitoring and running the system
Create user journeys for a Training Management System (TMS)
Deliverable 5 - Develop, draft and produce Design Prototype for a TMS suitable to the Academy

Deliverable 9 - Develop, draft and produce Design Prototype for a TLZ System suitable to the Academy

Implement TLZ System Prototype
Deliverable 10 - Implement and test the Jira Prototype TLZ system into live environment, with multiple end-users throughout a month
Acceptance Criteria - Running the Prototype with 95% end-users satisfaction
Create and populate TLZ templates
Deliverable 11 - Create and test appropriate templates throughout a month
Acceptance Criteria - Complete 90% of templates, as appropriate with the design
Functioning Pilot TLZ system
Deliverable 12 - Monitor and run the TLZ system throughout a month with zero errors
Acceptance Criteria - Zero errors after monitoring and running the system
Essential Skills and Experience
Fluent in English and must be able to read and write technical and user documentation.
Possess the ability to understand/influence; requirements to positively impact the user experience.
Have knowledge of UI/UX design for digital products or services.
Have familiarity with UI/UX design work for both web and mobile platforms.
Must have recent design experience in JIRA.
Be familiar with the following technologies and software: Sketch, InVision, Visio, HTML, CSS (SCSS), iOS, Android, Design Systems, and Adobe Creative Suite.
Desirable Skills and Experience
Knowledge and experience of working with NCI Agency.
Knowledge and experience of working with the NCI Academy.
Knowledge and experience with agile implementation methodology.
Special Terms and Conditions
Due to the multinational aspect of NATO, part of the services in this SoW shall be delivered during national public holidays.
