The Cedar Rapids City Assessor's Office is seeking a dedicated and detail-oriented Residential Appraiser to join the team. This office plays a crucial role in maintaining fair and equitable assessments throughout our community. The Residential Appraiser determines the assessed value of residential and agricultural properties for the Cedar Rapids City Assessor's Office, including but not limited to, answering inquiries regarding the assessment process.About the City Assessor's OfficeThe Assessor is charged with several administrative and statutory duties; however, the primary duty and responsibility is to cause to be assessed all real property within his/her jurisdiction except that which is otherwise provided by law.Job Duties & ResponsibilitiesMeasures, lists, and values new construction projects, plats and other field projects;Revalues and sets values on existing properties in the residential and agricultural classes;Makes recommendations to the Board of Review for the valuation of properties;Analyzes inspection data and makes appropriate changes to existing records and assessments;Performs analysis of assessments for the assigned purpose of recommending changes in assessments and revaluation projects;Analyzes and compares the level of assessment of different neighborhoods to maintain consistency in the reflected market value of assessments;Reads and interprets blueprints, plats, and condominium articles and amendments;Handles appeals that come before the Cedar Rapids Board of Review, including but not limited to, performing on-site inspections and completing market studies for area and equity;Under supervision, provides support and testimony in litigation at the District Court and Iowa Property Assessment Appeal Board level;Conducts a final inspection upon completion of building construction to determine an assessed value;Answers information requests from property owners regarding the assessment process;Performs all work duties and activities in accordance with City policies, procedures, and safety practices;Attends meetings, conferences and workshops;Performs related work as required.Required Knowledge and AbilitiesBasic knowledge of the procedures, methods and techniques used in the appraisal of residential, agricultural, and exempt land and property for ad valorem tax purposes;Basic knowledge of building construction practices and of building and land costs;Basic knowledge of State Law for appraisals and the assessment process;Ability to communicate effectively and maintain working relationships with other City employees, elected officials, community groups, home builders, and the general public;Ability to prepare accurate and reliable reports containing findings, recommendations, and conclusions on property appraisals;Ability to operate a personal computer using program application appropriate to assigned duties and responsibilities;Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;Ability to develop and use empathetic listening skills, communicate with clarity, and maintain an attitude that conveys respect, honesty and resourcefulness;Detail oriented;Ingenuity and inventiveness in the performance of assigned tasks;Regular, reliable, and punctual job attendance is required.Acceptable Experience and TrainingGraduation from High School or a GED, associate degree preferred, supplemented by additional appraisal course work;Experience in residential property appraisals, building trades, or Iowa assessment function;Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.Required Special QualificationsUse of own automobile in performance of duties and responsibilities;Valid Iowa State Driver's License;Successful completion of IAAO Course 101 or equivalent within a designated period after date of employment.Essential Physical AbilitiesSufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate effectively with other City employees, home builders, and the general public;Sufficient vision, with or without reasonable accommodation, which permits the employee to review a wide variety of written correspondence, reports and related material in both electronic and hardcopy form;Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a keyboard and produce hand-written materials and notations;Sufficient personal mobility, with or without reasonable accommodation, which permits the employee to visit work sites for the purpose of inspection.Work ScheduleMonday-Friday 7:30am-4:30pmApplication DeadlineThis position will be advertised until filled.
