Offer Description A public tender procedure is open for the allocation of a research grant within the scope of the project "Autonomy in European Higher Education: Supranational, national and institutional trends" (HEAE_SNIT), under development at the Research Center for Higher Education Policies (CIPES), funded by the Foundation for Science and Technology (Ref. 2022.03986.PTDC).
HEAE-SNIT (2023-2026) aims to analyse the supranational trends that are influencing the autonomy of higher education institutions in Europe and how they are being translated at national and institutional levels, focusing on how the political grammar they convey is reflected in the articulation between education, research and innovation of higher education institutions and on their missions.

Skills/Qualifications:
Hold a degree or master's degree in Educational Sciences or other Social Sciences relevant to the project;
Be enrolled in a doctoral degree or meet the necessary conditions to enrol in a doctoral degree, a requirement to be proven upon the hiring process, or be enrolled in a programme that does not award an academic degree as part of the educational project of a higher education institution developed in association or cooperation with one or more Research & Development units;
Have experience in research work within the scope of qualitative and/or quantitative methodologies, and collection and analysis of empirical material (provision of a copy of the master's dissertation or statement by the researcher in charge of the project);
Have proficiency in Portuguese and English (if the candidate does not have a supporting document, he/she can submit a declaration on honour). Proofs only mandatory for candidates who are not native speakers of the mentioned languages.
If the qualification has been granted by a foreign higher education institution, it will have to be recognized by a Portuguese higher education institution, under the provisions of article 25 of Decree- law no. 66/2018, of August 16, which approves the legal regime for the recognition of academic degrees and higher education diplomas, awarded by foreign higher education institutions and subparagraph e) of paragraph 2 of article 4 of Decree-Law no. 60/2018, of August 03, and any formalities established therein must be fulfilled by the date of the contracting act.
Grant amounts correspond to €990,98 (bachelor degree) or €1.259,64 (master degree), according to the table of grant values awarded directly in Portugal by the Foundation for Science and Technology, I.P. (www.fct.pt/apoios/bolsas/valores).
Payment will be made by CIPES by bank transfer. In addition to this subsidy, the grant holder will be covered by a personal accident insurance.

Selection process
The assessment methods are: curriculum assessment (CA) and, if the jury deems it necessary, an interview (I) to be carried out with the best-placed candidates in the CA, with a maximum of three. If carried out, the interview will have a weight of 30% in the final classification. The final classification, after the interview, will be obtained through the following formula: CA*0.7+I*0.3, on a scale of 0 to 100 points. If there is no interview, the final classification will be the same as that obtained in the CA.
The criteria and weighting factors of the curriculum evaluation (CA) are:
Academic path and its relevance to the objectives of the project – 45%;
Research experience with the use of quantitative and/or qualitative methodologies – 30%;
Proven experience of participation in funded research projects and/or civic intervention initiatives relevant to the project – 25%.
In the interview, if it takes place, the ability to express and verbal fluency in Portuguese and English will be evaluated (40%), as well as specific knowledge for the development of the work plan (60%).
In the event of withdrawal of the selected candidate, he/she will be replaced by the next one on the approved final ranking list, which for all intents and purposes constitutes the recruitment reserve list and which will be in place until December 2023. In the event that none of the candidates demonstrates having the indicated profile to carry out the work plan, the selection jury reserves the right not to award the scholarship in the tender.
Additional comments 1. Work Plan:
Data collection and analysis;
Collaboration in the writing of reports and scientific articles and presentation of works in scientific meetings;
Communication with partner institutions in Portuguese and English;
Organization of meetings and dissemination events;
Collaboration in other support functions for the management and execution of research activities and dissemination of knowledge.
2. Applicable legislation and regulations:
Statute of the research fellow, approved by Law no. 40/2004, of August 18, in the wording currently in force, Regulation of Research Grants of the Foundation for Science and Technology, I.P., approved by regulation nº 950/2019, in the wording currently in force, legal regime for the recognition of Academic degrees and higher Education diplomas awarded by foreign higher Education institutions and Code of Administrative Procedure (CPA), approved by Decree-Law nº 4/2015 of January 7.
3. Work place:
The work will be carried out in Matosinhos/Aveiro, at the Research Centre for Higher Education Policies (CIPES).
4. Duration of the grants:
The grants term of duration is 6 months, starting in January 2025, on an exclusive basis.
5. Composition of the selection jury:
President: Prof. Doctor António Magalhães, Full Professor at FPCEUP and Principal Investigator (PI) of the project;
1st Effective Member: Prof. Amélia Veiga, Assistant Professor at FPCEUP and local IR of the project;
2nd Effective Member: Prof. Maria João Rosa, Assistant Professor at the University of Aveiro;
2nd Alternate Member: Prof. Alberto Amaral, retired Full Professor at the Faculty of Sciences of the University of Porto.
6. Form of advertising/notification of results:
The final results will be disclosed by sending the minutes via email indicated by the candidates in the Curriculum Vitae .
The candidates have a period of 10 working days, counting from the day immediately after the notification, to give their opinion, if they wish, in a prior hearing of the interested parties, under articles 121 and following of Code of Administrative Procedure (CPA).
The final decision must be made within a maximum period of 60 working days after the conclusion of the prior hearing of interested parties or the public consultation.
7. Form of submission of applications:
Applications must be formalized, mandatorily, through an application letter, with the following documents that must be provided, under penalty of exclusion:
Copy of the certificate(s) of the qualifications required;
Letter of motivation reflecting the different evaluation criteria (point 9 of this notice);
Proof of required and preferential experience and knowledge;
Copy of a formal certificate of language skills in English (and/or Portuguese, if the candidate is not a native speaker) or, alternatively, a declaration of honour that he/she required linguistic skills;
Declaration of eligibility (attached);
Any documents that the candidates deem relevant for the assessment of their merits.
