Project Officer for Port State Control and Ship SafetyEuropean Maritime Safety Agency (EMSA) JOB DESCRIPTION General conditions for the secondment:This call for application is open to experts working for intergovernmental organisations (IGOs) or Government or State Departments in the EU Member States, Norway or Iceland.The secondment of an SNE by an employer other than a national, regional or local public administration, an international organisation or an IGO should be authorised only on a case-by-case basis, once it has been ascertained that the SNEs employer is part of the public sector or is an independent university or research organisation that does not seek to make profits for redistribution.To qualify for secondment, experts shall:• Have worked for their employer on a permanent or contract basis for at least 12 months before their secondment and shall remain in service and continue to be paid by that employer throughout the period of the secondment;• Be a national of an EU Member State, Norway or Iceland.It should be noted that due to the withdrawal of the United Kingdom from the European Union on the 31/01/2020, candidates from the United Kingdom who do not hold the nationality of an European Union member state, are not eligible for calls for applications at EMSA due to the fact that they do not fulfil the requirements of article 1(3) of the Decision of the Administrative Board of 20 November 2009 Laying Down Rules on the Secondment to EMSA of National Experts and National Experts in Professional Training.Functions and Duties:Under the responsibility of the Acting Head of Unit 2.1 'Safety and Security', the successful candidate will be responsible for the following duties:• Supporting the work of the Unit in the implementation of Directives 2009/16/EC (PSC) and (EU) 2017/2110 (RoPax);• Providing training to the Port State Control Officers;• Providing assistance to the work of the Technical Evaluation Group (TEG), the Paris Memorandum Advisory Board (MAB) and the Port State Control Committee (PSCC) of the Paris Memorandum of Understanding on port State control;• Contributing to the work of EMSA within the International Maritime Organisation (IMO) correspondence group on Port State Control (PSC);Page 3 of 5• Providing technical advice/assistance in the field of Flag State, fishing vessels and ship safety and construction standards;• Assisting in the conduct of any other activity of EMSA in the field of ship safety, including visits to Member States;• Any other task as may be assigned by the Head of Unit.Main skills and qualifications:• A university degree or equivalent qualification or professional experience, preferably in the area of the above-mentioned functions and duties;• At least three years of professional experience, in the area of the above-mentioned functions and duties, acquired after the award of the required qualification. When no university degree or equivalent qualification has been acquired, seven years of experience is required of which three must be in the field mentioned above;• Professional experience in conducting inspections such as flag State, port State and/or Classification Society;• A very good knowledge of international and European Union legislation in the field of maritime safety;• A good knowledge of the functioning of the EU institutions, Paris MoU and IMO would be considered an asset;• Work experience in the EU and/or IMO maritime safety legislation field, e.g., in the Committee of Safe Seas (COSS), Paris MoU, IMO meetings, etc., would be considered an asset;• Experience with preparation and delivery of trainings would be considered an asset;• A good knowledge and professional experience in the field of fishing vessels safety would be considered an asset;• A good knowledge of Microsoft software, internet, email, etc. would be considered an asset;• Ability to work under pressure and to respond quickly to new demands;• A good sense of initiative and responsibility;• Excellent interpersonal skills.
