Position: Project Management Service Contractor Location: NCI Academy, Oeiras, Portugal (On-site) Security Clearance: NATO SECRET (Mandatory) Overview: The NCI Academy seeks a highly skilled Project Manager to lead the planning, execution, monitoring, and reporting of complex projects under the Academy s Programmes of Work.
The role involves direct coordination with key stakeholders, including NCI Agency staff, the Project Sponsor, and Work Package leads.
This position requires a deep understanding of project management methodologies, risk management, and familiarity with NATO s organizational and operational environment.
Key Responsibilities: Project Planning & Execution: Develop and manage the Project Management Plan (PMP), including tasks, resource allocation, and schedules using ServiceNow.
Support Work Package Leads in task planning, execution, and status monitoring.
Oversee resource bookings and track project expenditures via Oracle Enterprise Business Application (EBA) and ServiceNow.
Project Monitoring & Reporting: Prepare and submit quarterly Project Highlight Reports (PHR) and Project Completion Highlight Reports (PCHR).
Facilitate monthly and quarterly project reviews, capturing action items, decisions, and status updates.
Provide regular updates on project progress, earned value, budget expenditures, and KPI status to NCI Academy leadership.
Risk & Issue Management: Proactively identify, manage, and mitigate project risks and issues.
Maintain and update the project risk register in ServiceNow.
Conduct monthly risk reviews and collaborate with stakeholders on risk mitigation strategies.
Stakeholder Coordination: Lead engagement with NCI Academy, NCI Agency, and ACT stakeholders to ensure alignment on project requirements and deliverables.
Organize and facilitate meetings and workshops with customers and stakeholders.
Proposal Development: Assist in the development of price proposals for the 2025 Programme of Work, including cost estimation and resource planning using the R2P Business Intake tool.
Qualifications: Essential: NATO SECRET security clearance valid at the time of proposal submission.
Proven experience managing Programmes of Work between the NCI Agency and large-scale customers.
Demonstrated expertise in projects focused on Training Needs Analysis, learning solution design, and delivery innovation within the NATO environment.
Proficiency in both Agile and Waterfall project management methodologies.
Advanced experience using ServiceNow and JIRA for project tracking and reporting.
Strong background in risk and issue management, including proactive risk mitigation strategies.
Familiarity with the NATO Command Structure , NATO Force Structure, and NATO Political Structure.
Experience working in international settings with military and civilian components.
Project Management Certification: PRINCE2, PMP, or equivalent.
Desirable: Experience in developing training materials and content for educational programs.
Knowledge and previous experience with NCI Academy processes and operations.
Language Proficiency: English language skills at level 3 (STANAG 6001), equivalent to B2-C1 (Upper Intermediate to Advanced level): Listening (3), Speaking (2), Reading (3), Writing (2).
Work Arrangements: On-site work at the NCI Academy in Oeiras, Portugal, with occasional travel to other NATO and NCI Agency locations.
The contractor will operate under the NCI Agency AAS+ Framework Contract, reporting directly to the NCI Academy PM supervisor.
