The Port of Barcelona's Muelle Sur Container Terminal is 100% owned by APM Terminals and has an annual throughput capacity of 1,560,000 TEU.
APM Terminals is committed to major investments in further upgrading terminal infrastructure and container handling equipment over the coming years to enable the terminal to handle the largest container ships in service.
APM Terminals Project Execution has, in agreement with APM Terminals Barcelona, recently commenced the ramp-up of the corresponding, multi-year project with the main focus on the civil & electrical engineering deliverables (quay wall, land side rail beam and furniture upgrades). The main challenge of this project resides in the need to undertake simultaneous operations i.e. multi-shift, marine and land construction works in between and around 24/7 operational berths, within a very busy port area (incl. cruise terminals proximity).
The Project HSSE Manager is a pivotal project role, ensuring the strict adherence to APM Terminals' Health, Safety, Security, and Environmental (HSSE) policies and practices throughout the project lifecycle, from mobilization to (sectional) Go-Live. As such, this role will:
Provide a safe, healthy, and secure project environment, fostering a culture of safety excellence.
Ensure compliance with all relevant HSSE legal and contractual requirements.
Embed risk management across the project, terminal, contractor and supplier teams.
Principal Accountabilities and Responsibilities:
Accountabilities
HSSE Strategy: Develop the project HSSE vision and strategy, with goals, targets and objectives for the lifetime of the project.
HSSE Risk Management: Ensure that the project HSSE risks and opportunities are pro-actively identified, managed and reported.
HSSE Culture: Create, exemplify and support a strong and proactive culture of health and safety including a process of continual improvement.
HSSE Incident Management: Ensure that incidents are captured, investigated and corresponding lessons learned are shared within the APM Terminals' organization.
HSSE Compliance & Assurance: Ensure that the project and its supply chain understand and perform their roles and responsibilities with regards to HSSE.
HSSE Potential Supplier Evaluation: Support project appointments of potential suppliers by reviewing inputs with regards to HSSE.
HSSE Reporting & Communication: Support the Project Manager in communicating and reporting to the team and where necessary, outside the project or terminal organizations.
HSSE Onboarding: Onboard individuals, teams or parties to the Project with regards to HSSE.
Specific Responsibilities
HSSE Strategy: Ensure that a structure is in place to enable collaboration between parties and ensure two-way communication and cooperation through the lifetime of the project.
Make sure project emergency preparedness and crisis communication protocols internally and externally are arranged.
HSSE Culture: Implement initiatives to encourage proactiveness which may include (but not limited to): toolbox talks and pre-meeting safety-shares.
Lead the project culture & behavior program to ensure that the right safety climate develops.
Consider Reward & Recognition programs to reinforce desired behaviors in the supply chain.
HSSE Compliance & Assurance: Capture and communicate leading and lagging KPI indicators against targets and objectives.
Support the effective application of:
Review of construction methodology changes.
Risk management process.
Project KPI management & reporting.
Document management process.
Develop an assurance program to ensure all relevant parties audit, inspect and complete safety tours when required and effective consequence management for positive and negative outcomes.
Ensure roles and responsibilities for safety and health are communicated, understood and delivered against by accountable parties.
Ensure HSSE arrangements for the project office.
Monitor suppliers' timeliness and quality reporting of incidents.
If necessary, lead incident investigations and complete investigation reports.
HSSE Potential Supplier Evaluation: Provide input on planning/process, methodology and assurance submitted by the current and potential supply chain within the procurement process.
Ensure that suppliers understand the minimum safety requirements prior to their arrival on site and that they are competent and equipped to deliver once onboarded.
Monitor the active and reactive health strategy of the supply chain.
HSSE Reporting & Communication: Support the Project Manager in correct and timely reporting to the Project Lead and team, to the Steering Committee, and to other stakeholders (as required).
Initiate and drive regular risk review sessions to ensure an up-to-date risk register and that adequate mitigation measures are taken.
Develop and maintain a communication and engagement program, including an introduction to the project.
Set up an effective emergency response organization, integrating the resources and processes of the construction contractor and suppliers, and APM Terminals Barcelona.
Ad-hoc and monthly progress reporting within the project and to the Head Office.
HSSE Onboarding: Onboard all relevant parties to ensure understanding, collaboration, cooperation and compliance and delivery against all project HSSE goals, targets and objectives.
CRITICAL QUALIFICATIONS/EXPERIENCE/SKILLS:
Qualifications
Academic or higher vocational degree and certification in health and safety (required).
Alternatively, a technical education with additional high-quality HSSE training (required).
Project management qualification/certification such as PMP, PMQ (preferred).
Experience
Minimum 5 years of experience being responsible for setting the strategy, implementing processes, and directing and monitoring the HSSE performance on major projects, including third party contractors and suppliers (required).
Significant experience in the construction marine sector (required) and in the container terminal industry (preferred).
Relevant project professional experience, e.g. project management, stakeholder management, risk management, project controls, communication (required).
Experience of Spanish regulatory HSSE framework, processes and practices (required).
Experience in simultaneous operations environments (preferred).
Contractor management experience (preferred).
