Core Functions
Travel Arrangements for Core Crew, LTSAs and Vendors
The PLC:
Will arrange all flights for crew members mobilizing to work or demobilizing back home. He/She will check to ensure flights are booked as per Group Travel Policy by anticipating the booking as much as possible in order to guarantee cost effectiveness and larger flight availabilities;
Will ensure that standard accommodations (as per Group Travel Policy) during transit and in country are booked as and when required;
Will ensure that meet and greet assistance is available to all arriving crew members to ensure the safety and comfort of travelers (as per Country Guidelines);
Will ensure that each crew member arrives in country in a timely manner and embarks for duty on the allotted crew change day.
VShips, BSM, and ATLAS
The PLC:
Will consult closely with each manning agency to ensure optimal flights are provided for contractors when mobilizing to work or demobilizing back home;
Will ensure that standard accommodations (as per Group Travel Policy) during transit and in country are booked as and when required;
Will ensure that meet and greet assistance is available to all arriving crew members to ensure the safety and comfort of travelers (as per Country Guidelines);
Will consult with the agency to ensure that crew members arrive in country in a timely manner and embark for duty on the allotted crew change day.
Vendors (With No representation in Guyana)
The PLC:
Will liaise with the vendor POC to ensure vendors are booked into standard approved accommodations;
Will arrange in-country meet and greet and ground transportation assistance for all vendors who do not have in country representation.
Visual Planner and Oscar movements updates
The PLC:
Will align the Crew list daily with the onboard POB to ensure accuracy in Oscar movements;
Will be solely responsible for updating the visual planner daily considering changes to crew plans;
Create and monitor planned events in Oscar;
Ensure accuracy of data after each crew change;
Ensure IPS personnel times are accurately recorded in OSCAR to manage leave balance efficiently.
POB Management
The PLC:
Will be responsible to ensure accurate updates on the POB forecast file for all Crew and LTSAs;
Will work closely with planners to ensure that POB levels are maintained;
Will organize calls to discuss busts in POB and ensure priority to urgent scopes on vessels;
Will ensure that the minimum manning numbers are adequately maintained on POB files;
Coordinate daily with heads of departments to ensure accuracy in planning and anticipate changes to rotational plans.
Helicopter Planning
The PLCs:
Will liaise with OIT to ensure helicopter bookings are completed in a timely and efficient manner;
Ensure that all personnel on helicopter manifests align with the POB crew change list and Oscar planned movements list;
Ensure that all basic requirements for embarkation are met and uploaded into offshore pass and Dawinci for compliance;
Ensure that chopper timings are shared with personnel to be aware of check-in times for mobilization;
Liaise with training to ensure all relevant trainings are in Oscar prior to being planned on chopper.
Vendor Management and others
The PLC:
Will meet with manning agencies each quarter to address concerns and present KPIs on personnel mobilization and work towards improvement with agencies;
Will meet regularly with service vendors to ensure levels of service provided to crew are satisfactory;
Engage with crew to ensure levels of service from vendors are in line with expectations and take corrective actions.
Visas
The PLC:
Will check as per PMSI process, that each crew has valid visa for transit and destination. The visa applications as such will be managed by the relevant teams/external parties according to local setup/organization.
