Who we are supporting The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.
The agency was established in 2012 and is headquartered in Brussels, Belgium. The NCIA provides a wide range of services, including: Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities. The program Assistance and Advisory Service (AAS) The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.
It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V. To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce.
The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce. Role Background The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training on a variety of hardware and software systems.
In the light of these activities, the NCI Academy is looking to outsource the delivery of Logistic Functional Area Services (LOGFAS) training, as well as the development of maintenance updates of the training materials.
Role Duties and Responsibilities The main objectives of this statement of work can be summarized as follows:
Successful delivery of LOGFAS training iterations as a Mobile Training Team (MTT) or at the NCI Academy in Oeiras.Successful adaptation and updating of LOGFAS training material in accordance with the latest version of LOGFAS system updates available remotelyThe portfolio of LOGFAS courses covered under this agreement are the following courses (which includes the supporting Course Control Documentation, course schedules, training materials and assessments)
A0223 – LOGFAS Movement Execution and CoordinationA0224 – LOGFAS Strategic Deployment Movement PlanningA0225 – LOGFAS Strategic Deployment Movement Planning (Advanced)A0252 – LOGFAS Movement Execution and Coordination (Advanced)A0254 – LOGFAS Fundamental and Data OperatorEach course delivery iteration shall include preparation and coordination, course delivery and end of training report on the course conduct, results, and recommendations for continuous improvement of the course
Essential Skills and Experience This work requires a LOGFAS instructor with the following qualifications and experience:
Fluent in English and must be able to read and write technical and user documentation.Advanced knowledge of LOGFAS Version 7, 8 or 9.LOGFAS Trainer course qualification for LOGFAS Fundamental and Data Operator, and with in-depth experience of LOGFAS course delivery.Deep knowledge and experience of NATO's doctrine and standards relevant to Logistics.Knowledge and experience with NATO Command Structure and NATO Force Structure.Experience with development of technical documentation, training materials and instructional aids.Experience working in an International environment with Military and Civilian elements.Experience in delivery of LOGFAS Movement Execution and Coordination training (0223 course).Experience in delivery of LOGFAS Strategic Deployment Movement Planning training (0224 course).Desirable Skills and Experience Experience in delivery of LOGFAS Movement Execution and Coordination Advancedtraining (0252 course).Experience in delivery of LOGFAS Strategic Deployment Movement Planning Advanced training (0225 course).Knowledge and experience of working with NCI Agency.Knowledge and experience of working with the NCI Academy.NATO CIS Technical Instructor or equivalent qualification.Knowledge of and experience with other existing NATO C2 and Functional Services (iGeoSIT, CoreGIS, TOPFAS, JCHAT etc.
