Fraunhofer Portugal is looking for an HR coordinator with outstanding written, verbal, and interpersonal communication skills in both Portuguese and English. Integrated in a knowledge-intensive operation, the Fraunhofer Portugal Human Resources Coordinator should have strong problem-solving and decision-making skills with a deep understanding of employee relationships and well-being, staffing management, and payroll. The ideal candidate understands the Research & Development environment and needs, has strategic planning capability, and experience in working with teams in multiple locations in hybrid work environments, combining in-person and remote work.
Responsibilities:
Develop and sustain an HR program for talent acquisition, talent retention, needs assessment, and learning opportunities, liaising with team supervisors to ensure smooth HR management.
Communicating institutional goals and values and position details to new hires before their start date, gathering necessary paperwork, and scheduling first days (onboarding).
Ensure full employee life cycle (onboarding / offboarding) and successful employee experience.
Promoting a good working environment among Fraunhofer Portugal teams.
Compile, process, verify, and maintain employees' records and all documentation related to personnel activities such as training, performance evaluations, and complaints in secured files and computer systems.
Responsible for the delivery of legal obligations related to payroll and for operating the payroll system, including providing support and clarifications to employees when requested.
Ensure and support the scheduling of holidays, absences, and attendance of every employee, adjusting monthly wages accordingly, and create and update individual collaborators' holidays' files and general holiday maps in accordance with Fraunhofer's procedures and the labor laws in force.
Verify compliance of Fraunhofer HR procedures.
Manage private Health Insurance of employees.
Schedule labor medicine appointments for employees (new hired or periodically).
Compile and prepare information and documents to submit to specific legal reports.
Prepare and manage work contracts.
Manage the Human Resources annual budget.

Academic Qualifications:
Academic Degree in Human Resources Management or similar. Alternatively, academic degree in Law with 3+ years of specific Human Resources experience.
Post-graduation or additional academic qualification in Labor Law.
Ability to analyze, interpret, and explain the Labor Code and related updates.
Experience with PHC software.
Experience with knowledge-intensive organizations (preferred).
Experience with change management (preferred).
Professional Experience:
3+ years of experience in human resources management is needed.
