Introduction The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training on a variety of hardware and software systems. In the light of these activities, the NCI Academy is looking to outsource the delivery of Logistic Functional Area Services (LOGFAS) training, as well as the development of maintenance updates of the training materials. The contractor shall make available personnel capable of providing the services specified in this Statement of Work (SoW). The intent is to obtain the services of LOGFAS subject matter experts who can deliver training and update training materials.
The work shall involve LOGFAS training delivery to customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partner Nations. The course iterations delivery shall be conducted at the Customers location as a Mobile Training Team (MTT) and at NCI Academy in Oeiras, and optionally at any of the NATO or National locations listed in Annex B.
Objective The main objectives of this statement of work can be summarized as follows:
Scope of Work: Successful delivery of LOGFAS training iterations as a Mobile Training Team (MTT) or at the NCI Academy in Oeiras.Successful adaptation and updating of LOGFAS training material in accordance with the latest version of LOGFAS system updates available remotely.The training delivery shall be carried out at the NCI Academy Oeiras location, or at NATO and National Headquarters, with the host authority providing the training environment and access to the LOGFAS application.
Each course delivery iteration shall include preparation and coordination, course delivery and end of training report on the course conduct, results, and recommendations for continuous improvement of the course.
Coordination And Reporting The contractor shall coordinate the scheduling of each training delivered with the FS section head or their designated representative and the Learning Coordination and Support Branch point of contact. Travel arrangements should not be booked until after a course is 'Confirmed' in the Training Management System. The contractor shall complete, and review with the FS section head, the Quality Assurance "Quad" report within a week after the training event.
Work on updating the training material should only commence after the training section head has authorised it. The training section head shall have at least two weeks to review and accept the updated training material prior to it being used for a course iteration.
Schedule It is expected the services to start being provided not later than 15 January 2025 and ending not later than 31 December 2025.
Constraints All the documentation delivered under this statement of work shall be based on NCI Agency templates or templates agreed with training section head.
All training material shall be stored in the provided NCI Agency tools (ATN/Azure/DevOps).
Practical Arrangements Travel arrangements shall be the responsibility of the contractor and travel costs are included in the iteration price.If the contractor should leave prior to the end of the contract, it is the responsibility of the supplier to ensure that there is a suitable replacement, which is agreeable with NCI Academy, and the orientation of the new contractor is the responsibility of the supplier.The contractor shall work under NCI Agency AAS contract for the NCI Academy in Oeiras, Portugal. He or she will work under the direction and guidance of the LOGFAS Section Head or their designated representative.The NCI Academy will provide the service contractor with access to the Academy learning environment and business tools as required.Qualifications: This work requires a LOGFAS instructor with the following qualifications and experience:
The candidate has a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period of the contract.Fluent in English and must be able to read and write technical and user documentation.Advanced knowledge of LOGFAS Version 7, 8 or 9.LOGFAS Trainer course qualification for LOGFAS Fundamental and Data Operator, and with in-depth experience of LOGFAS course delivery.Deep knowledge and experience of NATO's doctrine and standards relevant to Logistics.Knowledge and experience with NATO Command Structure and NATO Force Structure.Experience with development of technical documentation, training materials and instructional aids.Experience working in an International environment with Military and Civilian elements.Experience in delivery of LOGFAS Movement Execution and Coordination training (0223 course).Experience in delivery of LOGFAS Strategic Deployment Movement Planning training (0224 course).Desirable qualifications and experience: Experience in delivery of LOGFAS Movement Execution and Coordination Advanced training (0252 course).Experience in delivery of LOGFAS Strategic Deployment Movement Planning Advanced training (0225 course).Knowledge and experience of working with NCI Agency.Knowledge and experience of working with the NCI Academy.NATO CIS Technical Instructor or equivalent qualification.Knowledge of and experience with other existing NATO C2 and Functional Services (iGeoSIT, CoreGIS, TOPFAS, JCHAT, etc.).Language Proficiency: Level 3 English language skills according to NATO STANAG 6001: Listening (3); Speaking (2); Reading (3); and Writing (2) or according to Common European Framework of Reference for Language level B2-C1/Upper Intermediate-Advanced level.
