The City of Cedar Rapids is seeking a highly motivated and innovative Traffic Engineer I or II to help continuously improve the connectivity of the community through solutions that support the safe and efficient movement of goods, services, and people. The ideal candidate will have a strong sense of ingenuity and attention to detail along with knowledge in traffic engineering and transportation principals with a forward-vision capacity.About the PositionThis position conducts needs assessments for street improvements including street design, street lighting, signal timing phasing adjustments, and railroad crossing improvement. Services to be provided include designing multi-modal transportation infrastructure operations, performing quantitative analysis and needs assessments for street improvements, and assists with grant applications.The Traffic Engineer II classification is distinguished from the Traffic Engineer I classification by the increased complexity and diversity of engineering plans and reports developed by individuals in the classification.Job Duties & ResponsibilitiesI:Designs and develops roadway improvement plans, intersection concept drawings, and traffic control plans in compliance with engineering design standards and the Manual of Uniform Traffic Control Devices (MUTCD) standardsDevelops project costs and material estimates for Public Works activities; analyzes and implements traffic signal optimization and street lighting improvement projectsConducts needs assessments for street improvements; coordinates utility location, easement, and construction activities and determines project right-of-way and property acquisition needs and requirementsPrepares reports of engineering and construction plans containing engineering guidelines and standardsRecommends approval of consulting engineering designs, plans, and specificationsConducts feasibility reports/studies and field reviews of current and proposed projects; recommends design features and modifications; prepares preliminary project costsPrepares specifications and requests for proposalsDevelops and monitors funding applications and contracts for projects eligible for state grantsResponds to citizen inquiriesDevelops and delivers presentations, attends meetings, conferences, and workshopsPerforms related work as requiredII:Recommends and directs the development of consulting engineering designs, plans, and administers traffic engineering contractsConducts needs assessments for street improvements; determines design concepts and develops improvement design plans in compliance with engineering design standards and the Manual of Uniform Traffic Control Devices (MUTCD) standardsCoordinates utility location, easement, and construction activities and determines project right-of-way and property acquisition needs and requirementsPerforms street design, street lighting design, and signal timing phasing adjustmentsManages and monitors traffic safety programsReviews private development engineering designsManages the preparation of special studiesDevelops contracts, agreements, resolutions, ordinances, and drafts legislation for traffic-related projects and programsPlans, prepares and monitors budgetary activities; develops and monitors funding applications and contracts for projects eligible for state or federal grantsPlans, prepares, and monitors capital improvement requests and projectsResponds to citizen inquiriesDevelops and delivers presentations, attends meetings, conferences, and workshopsPerforms related work as requiredRequired Education and ExperienceI:Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or related field andFive (5) to seven (7) years' experience orAn equivalent combination of education and/or experienceExcellent written, verbal, and interpersonal communication skillsProficiency with Microsoft OfficeAbility to work collaboratively with a diverse populationII:Bachelor's Degree in Civil Engineering andSeven to nine years of experience with traffic project engineering design and traffic signal software. Experience optimizing traffic signals with signal optimization software orAn equivalent combination of education and/or experienceExcellent written, verbal, and interpersonal communication skillsProficiency with Microsoft OfficeAbility to work collaboratively with a diverse populationRequired Licenses or CertificationsLicensure as a Professional Engineer issued by the State of Iowa or if issued by another state, the ability to obtain within six months.Desired QualificationsExperience preparing and reviewing street lighting plans pursuant to nationally accepted lighting standardsExperience analyzing traffic conditions and recommending improvements based on nationally accepted traffic engineering standardsWork ScheduleMonday-Friday 7:30am-4:30pmSalaryI: $83,304.00- $112,403.20 annuallyII: $89,148.80- $120,348.80 annually
